Tianjin Binhai Hi-Tech Industrial Development Area was established by the municipal Party committee and the government of Tianjin in 1988 and approved as one of the first national hi-tech industrial development areas by the State Council in 1991. Its total planned area is 97.96 square kilometers.

Tianjin Binhai Hi-Tech Industrial Development Area consists of Huayuan Science Park, Binhai Science Park, Nankai Science Park, Wuqing Science Park, Beichen Science Park, and Tanggu Science Park.

The core areas, including Huayuan Science Park and Binhai Science Park, are located in the southwest and east of Tianjin. They are the Gemini that boosts the economy of Tianjin.

Tianjin Binhai Hi-Tech Industrial Development Area has adhered to the guideline that “Science and Technology are the Primary Productive Forces” and strived to enhance the ability of independent innovation. Supported by a high-level environment and driven by structural and operational reforms, the Area strengthens R&D systems, with enterprise as the subject, supported by policies, carriers and ecology. The Area adopts an entrepreneurship system with three-stage incubation, and promotes an innovation-based service system. It builds a multi-layer system that combines production, education and research, establishes innovation-oriented industrial clusters and creates distinctive regional brands, making the industrial structure more high-end, premium and technology-driven. In this way, a special path is made that integrates technology and the economy.
